Did anybody expect anything different? If it was about safety they would reward you with a nice clean safety inspection report but all they want is your money! Ehrrr I mean safety!

Drivers are given a clean bill of heath on a regular basis, I have witnessed this while reviewing carriers' profiles. Not every inspection results in a penalty, this has been witnessed in reviewing 10,000s of roadside inspections.
While the system has some drawbacks it serves a legitimate purpose.

From the FMCSA CSA 2010 FAQs #44 and #45:
Mike, do you think drivers will have problems getting inspectors to enter clean inspections into the system? Do you know if the training that inspectors are getting, or will be getting, as CSA 2010 rolls out state by state, encourages (or requires) inspectors to enter clean inspections?

That won't be a problem. I do numerous clean inspections a week, sometimes that's all I get all day. If a guy earns a clean inspection, I give it to him. I've had some that tell me they get a bonus for a clean inspection.
