Though I agree with everyone else here, that I wouldn't trust this kind of setup to hold things on a truck like this, we have hauled as flatbed drivers, these kinds of things that strapped pallets of material, lumber, etc...so technically as a bundling material we have hauled it...I just don't think it belongs as a primary securement method.
However @Razororange is correct that it does have a break strength rating, and therefore does have some legitimacy as a banding material that is then secured by regular securement with a WLL, which this material does not have. It has a breaking strength rating, but not a WLL rating and for that I would agree with you, and as @Razororange points out, if they were trying to mess with you, they could cite people that secure material to vehicles that use it as their primary securement option. I could see banding those side gates together to hold them immobile, but think they should still be secured by WLL rated straps, but the one thing I noticed is that everything on that load, the banding is not protected from damage by edge protection which would be a violation for that method, I suspect. Here's a chart of the different poly/nylon strapping breaking strengths at least for this material...I'm not sure which they were using but suspect it would be similar.

Says operated by P and S now on them trucks. Was loading in Athens,GA the other day and a actual p and S driver comes in office, proceds to cut me in line checks in and the office lady asks what trailer, says flatbed, she says you can’t load a dozer on a flatbed. He ended up leaving empty. Pretty comical out here.

Those beams its parked on are bolted to the rail car. Willing to bet the tracks are bolted on to that beam with clamps on the inside of the tracks.

I’m almost to the point of no straps at all. I mean seriously, look at a pallet of shingles on a flatbed trailer and ask yourself if it’s going anywhere. Ok ok I’m kidding, but it’s not gonna move unless you flip it, then it’s gonna come off anyway.
