95 Cat 3406e 5EK crank no start

So I’m at a loss little info on the truck 2000 international with a 3406e 5EK truck currently isn’t working so I’d start it every weekend ran great until one day started to miss like it was down on fuel pressure so I figured maybe bad filters shut it off now it won’t start changed fuel filters didn’t change changed hand prime pump changed fuel pump verified it’s making At least 70 psi had a mechanic come out plug into the ecm to verify injectors were firing but ran a solenoid test and can’t audibly hear them clicking but ET says there okay I can take a 12v Milwaukee battery and fire the solenoid manually and hear it hit I also can see injector pulse on a test light but from everybody I’ve talked to it seems very unlikely all 6 injector solenoids failed at the same time I’ve also unbolted the ecm put it on another truck and it runs fine no issue I can see the ecm is seeing cam signal I’ve pulled injectors out of #3 & #4 tore them apart and internals look great I verified ecm is getting constant and switched power no codes on the dash or through ET I checked resistance on the injector solenoids all check out at 1.2 across all 6 im sure I’m just missing something simple but im at a loss any thoughts or ideas would be appreciated
