KeePass is open source & involves a lot more manual setup & fussing than regular online apps but, you can keep everything offline. You can utilize cloud backup services if you want, but not required to work.

Never had enough trust in online saved passwords, personally. Whether unfounded paranoia or not, I just feel better having everything in my own hands & control.
