If he is not getting in the roadway, where it could be a safety issue for him or the motorists, then whats the problem.
What is the difference between what he is doing and all the people they have out on the street with the arrow signs and what not. If you cite him, then they need to cite the others.

Managed to clean up the old, ugly aluminum on the driver's side door frame today. Ran out of wire brushes for the die grinder so I guess the passenger side is tomorrow's problem.

So glad flat rate more or less doesn't exist outside automotive. Some of this stuff I'd love to have the guy who came up with the times come do it in a real shop instead of a controlled environment and on something that didn't just leave the assembly line. -

I was waiting at a light in Edmonton last week. As we started moving one ran into the street in front of a dump truck beside me. It jumped out of the way of the dump truck, and ran right into the stop sign on my bus.
We both just drove away and he was spinning between us.
I had one last year jump into the street, put his head down and run screaming at my bus as I was coming down the road. He leapt out of the way at the last second, but my bumper hit his feet. He was spinning when he landed on the sidewalk. I didn't even think about stopping.

Here in the U.S., we have people that have “corner jobs” they are in the same spot every day. The signs they hold change, but the bottom line is they want you to give them cash. Offer food or work, you just insulted the king/queen, how dare you!
