Another possibility is it could be a rental car!

I’ve had numerous rental cars that were registered in different states than the location from where I rented them from.broke down plumber, drvrtech77 and Bean Jr. Thank this. -
Most rental cars in Illinois have Texas plates. Illinois' vehicle registration fees are stupidly high -- just like everything else in Ill-Annoy... state income tax, sales taxes, property taxes, FUEL TAXES, etc.broke down plumber Thanks this.

The few rental cars I’ve had were plated in various states (Michigan,Florida,Pennsylvania, etc.)
If you think Illinois taxes are bad-try the sales taxes in some other states (Tennessee,New Hampshire, etc.). Some of those states don’t have income taxes but the property and sales taxes are higher to offset that. -
Most of the time my f-i-l comes to visit, the car has Illinois plates. The last couple times it has F-P plates. Are the rental companies getting discounts for supporting f and p?

high sales tax , no income tax , low property tax.Bud A. Thanks this.

I would assume they get a discount for fleet plates and just move the rental pool around. It’s not that different from what the megas do with their truck fleets.
