This might seem stupid to alot of people but if i was in your shoes, (been in current job one year, .34 cpm and getting reasonable miles, have current tickets) I would pay out of my own pocket for fuel to idle. I would cut back somewhere else and gladly pay the money to get my rest and comfort. You have to pick your battles in life and priorities.
I am sure many would argue this is insane thinking, and not fair and the company owes the employee and so on and so on.....
Just my two cents worth. -

Ike dang you really did a hack job on my post! lol I had to read your copy of it a few times before i believed you were quoting my post.
You didn't include the part about his recent tickets. Those limit his leverage and immediate options. Purchasing his own fuel is the best short-term solution I can think of....does not mean it is a good or by any means a fair one. -
Sorry about the Hack job, I was only trying to address the part about buying his own fuel, which I think is a small investment to make for a good night sleep, However Im not sure whether it would make any difference to the company. All in all even if they let him do that, is still wrong.

Purchasing fuel for the time idling isn't the solution...even when you show receipts of the purchase, the company is seeing what the engine is doing, not who is purchasing the fuel. Compliance Dept. sees the stats, and issues a warning (verbal/written) to the DM who passes it on to the driver...and from what I have seen...not many DM's are going to go to bat for the driver bucking the system in place with the company.

I thought the company wanting a certain percentage of idling time was to save on fuel costs? If a driver is willing to pay out of pocket and makes it clear he wants no compensation back why would this not work? I am assuming he is not in a no-idle state.
I knew it sounded to easy!! lol -
I thought there might be more to it than who buys the fuel.
