I really don't mean any disrespect to anyone. I can understand if someone is not fluent in speaking English, that does not make them a bad driver at all. The problem I had was this equipment and paperwork was not even close to being in order. I was in and out and they were still there. I'm not sure if any profiling was used. The DOT folks were giving them all the largest benefit and chance to correct things, but they froze up. It just caught me by surprise.

If someone doesnt speak english well enough to communicate with an LEO they are not qualified to drive a commercial motor vehicle in interstate commerce. PERIOD.

Exactly,but this law seems to not be inforced ,i've seen driver on the road that can't speak english at all but some how they got the cdl.

I was in a chicken coop in oregon once and they had some regulation related pamphlets, one was "Did you know that you have to speak english to drive a truck in the USA?" and showed a "hispanic person" on the front cover...hahahahahaahaha.... the best part? they only had one left!!
But they have a lot of mexicans in oregon. Most of them don't even look hispanic.
