This might sound like a dumb question in response to your question, but are you sure it's not just your turbo making that sound? I know my detriot with external breathers would make a pretty good swoosh sound if I dropped the throttle real quick, especailly under a load.

Next time you have it running switch the cruise off under a load and see if that's what your hearing. Hopefully that sound is just coincedental. (don't know if I spelled that right) That might not be what's causing that sound, but I thought I would just throw that out there to you. Anyway that's the only comment I had for you. Good luck and hope it's just a simple fix like the others have commented.

When I do that, no 'air whoosh' sound. This has me baffled.
So I took it to KW.
$185 later and they told me the clutch kickout microswitch needed to be adjusted (as expected). They did that.
Got on the road today - well they fixed the cruise kickout.
IT NO LONGER WORKED AT ALL!
..but, on the way home - suddenly it started working, but would kickout anywhere from 2miles to 20miles. So, its back at the KW dealer once again.

I must be a glutton for punishment I swear... -
Well, I ordered a clutch microswitch ($35) and I used one of the 'spare' switches in the dash and replaced the cruise on/off switch, for good measure.
I was going to replace the speed sensor but then got the price. $125 and $50 for the cable. However, the dealer told me they ohm'd things out and it looked OK.
I was thinking though, if my speedo works..doesnt that run off the speed sensor??
So that could make that part passable and not likely an issue? -

it may be that it has 2 speed sensors, 1 for speedo, 1 for cruise, on a 99 model it might still have 2 sensors. but if they adj the clutch switch, and it quit working, I would put a new switch in it 1st and try that.

One thing to check is how loose the clutch pedal is. Does/can it bounce around when its all the way at the top? IH's are famous for this problem where the pedal can shake going down the road and it will kick the cruise out.

The microswitch on the clutch was indeed too trigger happy. But adjusting it didnt help much. I am replacing it this weekend. $34 wasnt too bad.
I would like it to kick in AFTER the 1.5" of free play, if I can adjust it as such.
I have NO dam idea if my truck has 1 or 2 speed sensors. To make things worse, some of them came with 1 sensor and 2 outputs. The dealer cant tell me, since the truck came with an AutoShifter and it was swapped out for a regular Eaton 13. I need to crawl around and get the s/n on the new trans and also see if I can find the speed sensor. I think its on the top near the shifter rod. I was told if it has 2 wires, its a single unit, if it has 4 then it is a 2-in-1 sensor. The new sensor is $150 and the new pigtail, if needed is $56. Geez...

The speed sensor will be on the back reading the output shaft. It will be right behind the driveshaft yoke. The switches on top of the trans are for the reverse light and if needed a neutral indicator light. The autoshift needed that the 13 shouldn't.
