Only illegal when hauling oxidizers or flammables and 90 days or 9 years, makes no diff. Carrier can and will fire you whenever you don't meet the percieved needs. You are just a tool like a wrench in a drawer, to be used until no good n then we get another.

Oops. Rereading my post, I wasn't clear.
I didn't mean that they'd send the recipient of the fine to court in a compulsory way.
What I did mean is that when you're cited, the officer issues the citation and then forwards it to the county court to be processed...then the court (the clerk of courts, probably) processes the citation and issues the actual fine. You can then go online and look up your citation number and discover the fine (kinda like a reverse lottery, is how it feels) and pay it or go to court from there.
The entire point I was trying to make is that, in CA, the citation-issuing officer is almost never the party that determines the fine you'll pay.
I'm a former-resident of the once-great-state, for reference. -
I guess I wasn't clear either, I wasn't addressing your post. Knowing the way it works here I found it odd that someone would state that a driver had to pay the fine before he left the state. I've never heard of an officer trying to collect a fine on scene so, the only way I could possibly see it working would be to have them go to the courthouse to pay - which BTW I've never heard of either.

On the smoking thing.
I know that it is illegal in a truck to smoke in MD and NY, IF a non-smoker is present in the truck or uses that truck, as in a slip seat situation.
