That is actually a Sheep's Foot Roller. It would probably break the boards with a couple bad roads anyway, and I actually seeing it as staying on there a bit better. the nubs fit nicely in there and less of a chance of it sliding off.

I have hauled em on a double drop RGN before, I was also smart enough to put boards down on the outer frame rails and let the disposable boards take the punishment, not the frame.
I dont know what model roller that is, but if you have a drum roller with 1 big drum that can not go on a frame rail trailer.
I think more than anything who ever loaded that and did that to that trailer had a serious lack of give a #### coupled with a full case of not caring, and not thinking things through. Common sense goes a long way. -

It supports the load, but the frame needs to not be damaged, and in this picture it appears to be damaged. It shouldnt be legal to drive this on the road with it loaded.
