If anyone is interested, the exhaust fumes seem to be coming from the Crank Case Tube due to the service folks putting too much oil in the engine!

The 'road draft tube' carries away blow-by from the crankcase... blow-by is the combustion gasses that sneak past the piston rings and enter the crankcase. Your 4 wheeler has a PCV valve that captures those gasses and rerouts them into the intake manifold to be burned.

A diesel doesn't generate any vacuum so there's no way to have the gasses re-enter the engine via a vacuum so they are dumped into the atmosphere via the road draft tube.

If you see a considerable amount of vapor coming from the tube it's a sure sign that the engine has worn piston rings... over filling the engine with oil would not produce any more blow-by.

I did an oil analysis not long ago, and it came back showing a high level of iron, 172 was mine and the average is 37. The report said this could indicate a problem in the steel part of the engine. All other wear metals looked fine, it said.

Could this report and what you describe be the same issue?

Piston rings and cylinder liners are made of iron...

Also check turbo and intake for signs of dirt entry, possible dust damage resulting in worn rings and liners / high iron levels.

Rings will usually show a high chromium level as well as iron.

True...if the rings are chrome rings... some are plasma moly or just plain moly. The oil rings would be chrome I think.

You'd also get a high iron reading if there wasn't enough side clearance on the connecting rods but that's unlikely in a high mileage engine.

Assuming my problem is due to worn piston rings, how money could i expect to pay to fix this problem at a certified Cummins repair facility? And what would happen if i didnt fix the problem?

It sounds like you have a totally different problem from what i had. My exhaust manifold was leaking and was replaced. That problem solved. But then i started getting excessive blowby coming out of the blowby tube. I started using the Lucas Synthetic oil, 2 gals at each oil change and the problem has been drastically reduced.

I wouldnt keep driving that truck if its giving you nose bleeds! The fumes can give you medical conditions like COPD which there is no cure for. Find the problem and get it fixed ASAP!
