Let me to be the first to tell you that your going to be wasting your time & money.
Do you believe everything you hear on the CB radio or the buffet table?
Look... Don't start ####### with my freight. I'm one of the few who enjoys coming to California. And my loads going back east usually orginates in one of the ports. LA, Long Beach, Oakland, Wilmington...
If you want to run freight in & out of the California ports, then buy a truck that is compliant with the Carb restriction. Don't buy an old jollopy then think you can go & out at your free will & threaten you'll sue..... These people out here are Union employees & you may just disappear quicker then Hoffa did.
I'll tell you that the Carb restrictions on trucks are only for the ports. And the restrictions are as follows.
1993 & older trucks are GONE! Not allowed.
1994 to 2003 trucks are GONE unless you have it retro fitted with a DPF filter. But even then it will be not allowed after 2013 unless the truck meets 2007 Cali. emission standards.
2004 trucks are gone in 2012 unless a DPF filter is retro fitted. Gone again in 2014 unless you meet 2007 Cali emission standards.
2005 trucks are gone in 2013 unless a DPF filter is retro fitted. 2014 you must meet the 2007 standards otherwise your truck is gone.
2006 trucks are gone in 2014 unless the truck meets 2007 Cali emission standards.
2007 trucks & later are not restricted & currently have no time limit on their exit as of yet.
Now those are port restrictions only for trucks. there currently isn't any restrictions on the age of trucks coming into the state of Cali. They do have reefer rules. But since I don't pull a reefer, I don't keep up with them.
so Nick, it's simple. You want to run California ports? Buy a truck that is compliant or one that can be retro fitted for compliance.

RFID TAGS
Yes, a RFID tag is a TWIC card for the truck. It is similiar to a ezpass, or prepass transponder. except for it mounts to the driver's side mirror. It has your VIN #, Plate #, Engine type, truck year, carrier, & driver's name programed to it. It transfers this information to the port when you begin to enter. If the port doesn't like the information being tranfered (age of truck), then you will not be permitted access & the gate won't open.

You still need to show your TWIC card to enter these ports & I believe that all of California ports are operating the same.

I just realized something, this is why they are building the new container terminal here in Texas, there is a major major infastructure project going on here in Corpus right now getting ready for it.
It is because California is boxing themselves out of the shipping industry with this crap.
Looking at these rules, I think they have shot themselves in the foot, if they are not going to allow trucks older than 2007 in in 2013, then they are going to find they are in big trouble, because what is going to happen here is there are not going to be enough trucks avalible, becuse if you havent noticed, everyone running trucks in and out of the port right now doesnt have the money to go buy a brand new truck, and they arent exactly selling a ton of new trucks right now.

Its gonna be funny when the date hits, because I have a funny feeling they are going to be sitting with a port full of freight and no trucks to haul it.
This is the problem with government thinking we the people have an infinite ammount of money to spend on thier wants wills and desires.
What they do not realize is that this is going to drive rates to California through the roof because people will be unwilling to go if they cant get into the ports to get loads back.
Its going to create quite a mess. -
I agree.....around here the best you can get goin into cali is a little over a dollar but thats ok with 3$ produce coming back....and thats not port freight but as you mentioned it will drive all freight up going into cali regardless of reciever

Flatbed freight going out there was running about 1.65 a mile, not sure what it is now.
I think though that within the next couple of years we are going to see a total colapse of californias government anyways when they go bankrupt. -
Also looking at what california is doing, it is a direct violation of the commerce clause, because the United States Congress has the authority to regulate interstate commerce, not the state of california, and requiring that a load picked up in another state by a vehicle that is registered in another state be made after a certian year is beyond the reach of the power of the government of California.

Alright... Ya'll believe what your fantasies are telling you.
I'm in & out of these ports often. The ports aren't hurting for trucks. Most local container haulers I see have new trucks. And there are ways around the age restrictions at the port... Such as to what I was doing today. Hell, I didn't have a reload... So myself & another driver made some money hauling trailers in for non-compliant trucks. between him & I we hauled about 15 trailers in at a rate of $150 to $200 per trailer.
But it's all good! I see what's happening here in the ports & I don't expect anyone who isn't in & out of these ports to know whats going on. But I will tell you that it isn't nothing like you hear or anything that your imaginations have shown you.
As I said... You have a choice! Make yourself compliant, pay someone like me an astounding amount of money to haul your freight in, or just don't haul freight into or out of the California ports.
