    There was actually a big stink about that not long ago. The companies had to go explain to the government how the system worked before they started passing laws forcing them to put incorrect sizes on the drives just so people would think they looked right. I've always been annoyed at the space lost when you format it but I guess the drive mapping and such has to go somewhere.
