The holes if the frame will not pass a DOT check. Put bolts in the holes on the side. I don't know what to do about the holes in the top, other than cap the frame with angle iron to get back some strength and hide the holes.

 

15,000 # even 20,000 # is not going to bend that frame.

 

I wanted to say get a welder and fill them but that is probably the worse you could do, because it might create hard spots and crack with the twisting and vibrations, we need some one here with some metalurgic experience.

You just cap it over the top, use some of the 5th wheel holes, and a drill a few more holes, then bolt the iron to the frame. Use thick angle. This will add strength, and will only look like support to anyone looking at the frame.

The truck appears to be well worth the money, and you should be able to do a couple things, clean it up, and make a good bit of money off it on resale.

I don't think the holes are going to hurt anything if they haven't already. You just need to hide them in case someone looks. (DOT)

 

The cap will be fine. Many dumps have a sub-frame over the main frame for strength, especially on a long frame of a single frame like the truck you are looking at. The empty bolt holes on the sides are possibly an OOS. I don't know what they would do about the top holes, if they are not factory. Every frame I have ever seen had a sticker saying not to weld or drill the flanges.

 

For 3 grand, I would buy it, run the hell out of it and not care. Shoot, the tires and wheels are worth that much alone.
