States can use other provisions of WIA to fund similar state programs. Just because your state calls it WIA doesn't mean it is.
You are classified as a dislocated worker if you are unemployed and eligible to collect unemployment. Dislocated Workers get tuition assistance. Even then it's supposed to be used to supplement grants (i.e Pell)
If you got the time and can stand the headache read all of that link I sent you. I did because I was told because I was a contractor I wasn't eligible. -

Thanks for the link Celtic. In Indiana the unemployment office(called WorkOne) has something called WAG or Workforce Acceleration Grant and this is what they told me "fell by the wayside" when I enquired about it. I am assuming this must be a separate entity to WIA. regardless, now I have your link and can begin to make phone calls tomorrow.
I'll stop hijacking your post now onthefence...hope you are able to get sufficient training in to get your CDL. Best of luck man. -

This shows it's not just for unemployed:
Target Population
- All adults, 18 years and older, are eligible for core services.
- Dislocated workers.
- Priority for intensive and training services must be given to recipients of public assistance and other low-income individuals where funds are limited.
- In addition to unemployed adults, employed adults can also receive services to obtain or retain employment that allows for self-sufficiency. State and local areas are responsible for establishing procedures for applying the priority and self-sufficiency requirements.
I think I fell under the area I highlighted as my business dying put me in that category...Our bills left less than $100/mth on our budget... -
That WIA stuff is very valuable information. I believe it is so valuable it deserves its own thread. Since I know nothing about it, maybe one of you guys who does could start one?
Onthefence: it sounds like you are psyching yourself out. How about hooking the pickup truck to a utility or boat trailer, setting some markers up in the back yard and practicing with that? The concept is the same, even if it's smaller, and it's actually good practice because that combination is more squirrelly than a big truck and 53, trailer. If you can back that, a 53 should be a piece of cake. It's a great confidence builder.
Try not to defeat yourself at the outset. Forget about thel loan. It's just money.
