there is no code any more so no speed required.

I believe "VE" stands fro "Volunteer Examiner" The FCC no longer hosts the tests to get you Amateur Radio license. Testing is done by the Volunteer Examiner corps. The ARRL has the largest VEC followed by the W5YI group. If you want to get your license but don't know where testing is held, ARRL.org or W5YI.org can help you find a time and place for testing.
