You said you just bought this truck. Did it sit for awhile? If so the fan may be seized in the locked position. If the solenoid is working and air is getting to the clutch a quick test of this to simply listen for the "chirp" air sound when you key off.
3406E fan won't kick out

Turned out to be the least of my problems, just drove it home last night bout 130 miles, then about 10 miles today. Oil running out of the front main, seeping from the head, also pan gasket, and acc drive. I was expecting some bugs because it had been through the school, but I needed to go to work this coming week. Guys at the dealership are straight shooters, I think it was a surprise to all of us. Sooooo, back to the ol' freightshaker for a run or two. Looking at a 94 KW W900L What are everybody's thoughts on a series 60 detroit? Just had rods and mains and 2 liners 4 months ago. 1 year on a rebuilt standard 10 trans, 3.70 ratio. 1 new rearend 2 years ago. New steer tires, brakes, drums. bout 50% virgin drivers. Steering box rebuilt, new ac compressor. Some kind of fancy windsheild wiper system (said cost $1800). 950k total miles, hauling cattle right now between 800-1000 miles a week. He has had all the work done at his local pete dealership, has papers or can verify everything. Hes asking $15000, I think I'd rather get into something that is working right now rather than sitting in a lot. Good? Bad? Ugly?

Just fixed mine... the wire harness to the sensor was fried UNDER the protective sheath... looking at it you'd think it was OK...

Price sounds high. Have you checked the truckpaper for some comparisons?

You said you just purchased the truck right? That model fan clutch (If im remembering right) takes air/power ENGAGE it, as with the newer hubs takes air/power to UNLOCK. This may be a simple suggestion but make sure the previous owner didn't install the "lock" bolt in the fan hub. He may have decided to "fix" it that way instead of repairing it.
