Is there an actual MTO law for retorque in Ontario?
If so, where might I find it?

I was stopped for inspection at an Ontario scale in the 1990s. They required that brake shoes be replaced on one trailer axle and the right front steer axle. Of course, the trailer wheels and brake drums could be dismounted without touching the lug nuts. The steer tire lug nuts had to be taken off. There was a long wait for a certified torque wrench mechanic to reinstall the steer tire and wheel. The mechanics who did the brake shoe installation were not qualified to tighten the lug nuts on the steer wheel.

Anybody ever loose a wheel?
This past week we had a very close call. Every lug not on a tire that had been torqued and re-torqued came loose. I caught it on my pre-trip but in all my time in trucking I have never seen a tire come loose after being re-torqued. -
One winter night in the mid 1990s, I was hauling beer from Columbus to Benton Harbor. On the South Bend bypass, a driver in a pickup truck flagged me down. The right rear outside trailer wheel had come off due to broken studs. After the axle on the air ride trailer was chained up, I limped to Freuhauf in South Bend. Before leaving the scene, we tried to find the lost wheel, but tracks in the snow indicated that someone else took it.
Freuhauf mechanics explained that preventive maintenance on disk wheels includes replacing all studs periodically. Studs are stretched every time they are torqued such as during tire repairs. Our trailer was perhaps 15-years-old. It was a 12'6", 45' air ride spread axle with roll door. It was perfect for hauling beer but had never had all of the studs replaced. -
