Remove the air hose to the port on the top back of the head or if the governor is directly mounted, remove it. start the truck, and hold your finger over the port or hose, when you feel air pressure that is the cutout pressure. If it is seeping air slowly replace it. They are cheap, and not worth playing with, they are adjustable but not from 60 lbs. Just a thought.

It could be the pop valves in the compressor, Take both air lines off, start the motor and feed some diesel fuel through the intake side of the compressor, DO THIS VERY GENTLY, DO NOT HYDRAULIC THE COMPRESSOR! I'll bet what comes out will be black and crappy. when it cleans up some, put the lines back on and a new governor.
Try to stay away from the alcohol as much as possible, really rough on all the valves. Good Luck

I had a dryer do me the same way, and if it's the screw on cartridge filter type it is filled with an absorbant and pouring alcohol in the system shortens the life of it. If the compressor is good then I would add a new air governor($15-$20) and change the dryer cartridge($40-$50).Good luck.

Before the company switched me into a new truck I was driving an International 9400i with an ISX and had exactly the same issue. Turned out to be the air governor.

I had a problem with my ISX it would lose air pressure at idle. I fixed every leak under it still same problem. Somtimes it worked normal. It turned out to be the turbo acctuator it only operates when the truck is running so you cant hear it leak. The dealer hooked it up to thier computer and made it work with the engine off key on and you could hear the leak.
