I live in Canada and where we have lots of cold weather and I agree with you that it's the equalizer valve. We've changed many of them.

My Volvo 780 would do the same thing below around 25 degrees. Replaced what they call the fuel proportioning valve, which controls what is returned to the tanks, and have not had the problem since. But checking your tanks vents is also a good idea too.

OK, just got out of the Cummins shop, verict: Broken "standpipe" in one of the tanks, with the result that the engine was "sucking air", and it destroyed the fuel pump, eventually.
Fix, for now? Block off the offending tank, and run off the other until new tank comes in. Oh, and I got a new fuel pump, of course. -
I'm glad you got it fixed. Why was this happening when it got cold?

Good question, I don't know. Probably something else going on, but this company's policy seems to be "if it moves, it ain't a serious problem."
Just recently spent 5 days, on of them in our own shop, with a fault code (cummins ISX) that would intermittently shut me down, and put me on the shoulder. Happened over a dozen times. It would restart after sitting for 5-10 minutes, then it might run 200 miles, or 1/4 mile before shutting down again. Always the same code.
Tow it into a Cummins dealer and get it fixed? No, try to make it to the next company shop (500 miles away).
Quit again yesterday where I had no cell service, and the Qcomm was blocked by a mountain. I got on the CB, and another driver called the state patrol for me. SP called a tow truck for me, and now the truck is in an authorized Cummins shop. Waiting on parts, but they told me it should be out this AM.
So, instead of putting it in a shop when the problem first came up, now they have a big tow bill, the load will be late, and both them and I lost a lot of miles.
And since I called for the tow, without authorization, I may be in trouble, don't know.

Really? I guess you could be correct but, when this happens and I add howes and the fuel restriction gauge drops from '24' to '4' your explanation is................
