Not me or my truck. He was talking about no dunnage under the top row of pipe. I found this pic on the net of this load without dunnage under two rows, and wondered if this is what he was speaking of.

Even I can look at this and see that the weight and strap pressure of the top two rows is going ot bear down on the third row and spread it out.

I'm not too keen on it. If it were me, (and I've NEVER been accused of undersecurement!) I'd have at least two of those straps on top of the first two rows and two chains over the top (one front, one back) with that size pipe.
But that's just me. I'm very anal about keeping it together. Those that taught me said that if I strive to keep it on the deck even in the event of a rollover, I'd be good. I look at really well secured pipe all day, I'll try to get a photo for example. I'm not hauling it these days myself. -
With drill pipe or casing, I always belly wrapped so that when I looked in the mirrors, the load looks like an hour glass.

Looks good, however, I would still use a couple of belly wraps.

The strap pressure on the top tier is on the outside joints only! The straps just barely touch the tops of the other joints. That's why I always liked to squeeze them together with belly wraps.

I'm a little confused by the post. It sounds like the officer wanted him to have straps on each layer of pipe. If that's the case I would have gotten a ticket also. Belly wrapping is always a good idea with pipe or bar.
