The 2290 tax period runs from July 1 to June 30 every year. However, you have until Aug. 31 to pay it, before interest and penalties start getting tacked on. They want to ensure that you're not getting a free month (or more) on Uncle Sam's dime when you file next year.

I heard the same thing from ?. 2290 stays with the truck, if previous owner sluffed off and sold it and you bought it, you get to pay the arrears.

Well that just isn't right.

If the truck was not on the road for a certain amount of time there would be no money owed for that amount of time. As an example, truck sitting on a lot for a couple months. That amount of time off the road would not incur any taxes to be owed.
