Motorcycles also. My 05 Harley Davidson has had a few things done to it. Some of them are not so legal but it doesn't bother me. I am looking at doing a 95 inch kit to it with head work as well as going up a few more steps in the cam department.
And why do this? because it runs better, pulls hills better and actually runs cooler and gets better milage then stock. Alot of it is not legal but I don't care.
Like I said before, no two mass produced items are the same. Peaking and tuning them brings them up to equal specs. If peaking and tuning things to bring them up to equal specs bothers some people, them maybe these people should do something to force companies to up their quality control 1000%. -

I know of two.......Steve at Q5 in Madison at the Pine cone travel Plaza
And the guy down at the J in Lowell ( a friend of mine swears by him) -
In your specific case, I'd go next door to Coeur d'Alene and talk to the folks at Big Country Helicopters. They're also Big Country Communications, and they've got a great tech who comes in a couple of days a week to do repairs on land mobile equipment. They're a dealership for, as I recall, Kenwood and Icom. But the tech (his name escapes me now) can fix anything; he's got a great bench setup.
Otherwise, on the grand scheme of things, aside from word-of-mouth, the best reference I can think of is the "white list" of dealers that's here in this forum. That's a nice centralized way to get a sounding of other drivers' experiences with shops around the country.

Ive found out over the years that all this peaking and tuning isent really needed just a good astactic mic and decent antannas will do what you want. i got a out of the box 29 LTD classic barefoot 4 watts and it works fine loud and clear add a wilson antanna and there ya go all youll need

Some radios could use a bit more modulation, but not completely whacked out by clipping mod limiter so they splatter all over the place. 2 watts carrier and 30 watts "swing" is not the way to go. You are loud as hell in the parking lot, but you have no real range that way...
