what is the bridge you drive under at the scale ?

Not sure what you mean--please explain.
There's no bridge at the Truckee scale. There's an overpass about a mile west of the scale. Are you looking at the Caltrans cam?

before you go across the the scale you ride under a small bridge i was wondering was it the thing that checks the brakes on modern marvels

There are isotope sensors, but no sensors for overheated brakes. If they see smoking brakes they'll pull you in, but since it's uphill to the scale, they don't see generally see that.
