After talking with you, I think you had an exhaust sleeve seperate and a piece of it lodged in the turbine wheel for a moment this caused you to lose boost. Now I think the piece is still sitting on the back side of the turbine wheel causing the whine you're hearing. The turbo is spinning but has the piece scuffing the wheel as it turns creating the noise you're hearing. You won't be able to see it from the exhaust pipe or the damage it's done to the turbine wheel until you remove the turbo and inspect it from the exhaust inlet ports.

I have heard of the sleeves separating is it ok to not have them in there?

I've seen them run without. The turbo becomes sluggish to respond with them out. I also feel that the head absorbs extra heat from the exhaust.

I talked to this gentleman today and the thrust bearing is failing. The compressor wheel has rubbed the inside of the compressor cover.......this is the strange noise he's hearing. I also think the compressor wheel jammed into the cover at one point this is why he lost boost for a moment and his EGT's went up.
