12 on and 12 off would be much worse if you are talking in regards to the 14 hour rule, not real sure.
The rules was based on human fatigue. While ATA is doing research on body sleep and going to take about 3,000 drivers and do studies on each person to see how different is each person to determine fatigue. Tha't is just a test by American Trucking Assosiation (something like that anyhow).
They feel most human beings after been up for 14 hours, they are tired. That bad thing is some drivers are sitting there wide awake for 5 hours and then are up 19 hours at a time, then of cours they get ancy on leaving so they leave early
and will get their licences expelled and fines ec.
Does that make sense. -
Every day a drivers ability changes like a clock. Some days you are get up and go and others you drag until you get a wind and then you go till you drop. Logs can't match the body clock and so safety in reality is only a figment of some plutocrat's imagination.
