If he got stopped he got a ticket. I have talked to a few trucker that had this happen to them while I spend time in Frisco CO which is 3 miles west of Esienhower. Those signs are there to warn you and for you to follow. If you don't, well thats up to you and the LEO.

Who decides when chains are needed?
Several times we have seen the chain signs illuminated and wondered where the deep snowas that necessitated their use.
Or wasnow forecasto get deeper and they were being overly cautious?
Do any tire companies make a snow tire for a semi that would still get good fuel mileage and good wear on dry pavement?
Do you chain justhe outside tires, so four chains are needed?
Can two chains be enough?

In any state requiring chains, you can be pulled over on a bright, sunny warm day, and still get a $500 ticket for not having them on board. No state cares about safety, they care about money.

no, no snow tires for class 8 trucks, and placement of chains varies by state, CO requires four chains, CA Requires eight

Simplest solution to the whole chain issue is to stay out of areas that require chains to begin with. But since we don't live in a simple world, drivers should be aware of the laws in the areas they will be operating in, and should abide by those laws, whether they agree with them or not. Compliance (note...compliance, not safety) is generally cheaper.

Colorado has a level one chain law and a level two. I think that a level one only requires one axle chained. You only have to chain the outside tires. The level 2 requires that you chain both drive axles. The problem is they neve tell you the difference. I've gone up Esienhower with just one axle chained before with no problem. The last time required both axles. I went west bound to Frisco, did what I had to and then had to turn around and go back through it. 7 hours from Denver back to Denver with the chain law in effect.
The CO DOT/Police decide when you need chains. The bottom of Esienhower may look clean but at the top it could be a whole nother story.
The chains wear pretty fast on dry pavement. I have one set that I use and I have put them on 3 times and they are about half used. I don't think that they were a very good set to begin with though. -
In Canada they have no set number you have to put on. I just throw on a set of triples on my back drives and that is good to go.

I always managed to get off the road when chain laws were up, CB radio was handy for that.
Company I worked for said if you needed to chain up you shouldn't be driving on the roads anyway and that was fine with me. -
I did I70 from Denver to GrandJunction and back twice a week for two years. Total number of times I chained up? 186 times. My company paid 20.00 for every time I had to put them on...
