The problem always has been the FCC has limited power on what you can buy however they can regulate what you USE. So for someone to SELL a radio as a " EXPORT " puts them on the spot however the rules call out what you can LEGALY USE which is why many dealers tell you up front to check the rules to see if you can use that radio in that service.
In short ..... CYA ... for them
Since 1982 only YOU are held for the miss use of a radio any tech or dealer is not ..... and if you get nailed they will tell you O-Well .....

If you have a ham license they should not bother you .....
That said .....
I doubt they would know a legal CB from a EXPORT from a BOOMBOX .... -
The Canadians would have a fine old time trying to figure my laptop out. I'm running Fedora Core 14 Linux with an encrypted file system. It would be worth a few giggles to see them try to work that one out
