I think it is the culture of the trucking industry. Looking into the written regs is not a possibility, even though they are online and you can do a word search of them, so many drivers rely on someone telling them what they need to know. Since they aren't around anyone long enough to accurately judge if that source is full of BS or not, they just accept the BS and wrap it in a self-protective "this is probably crazy, but..." so they can try to get confirmation without admitting their part in the process.
