Good summary by Flying Dutchman! What if I just decided to get in a Freightliner tractor and start pulling boxes or low-boys with a motor grader on it? While I DID drive low boys in the 70's, (with what was then called "chauffeur's license"), International tractors, and box vans, I am not licensed to do so now. It's been over 30 years since I drove professionally. Would you want ME out there, YUP, KNOWING that I am not qualified to do so without refresher training? Given the facts I just told you, YOU know I am not qualified, and I know it, too. In order for me to prove, at least on some level, that I could drive a big truck, I would need to qualify and PROVE to some authority that I am able to safely drive a big rig. Hence, a LICENSE.
Likewise, the characteristics of radio force regulation to separate groups according to need, and to show qualifications (to varying degrees) to Federal authorities. The main core of the "reasons" you ask for are to minimize interference and enhance the safety of the public. Again, in the same vein, how would you like me to have been the unqualified driver of the bus that overturned last night in Virginia? People were killed. Thus, with regard to the unbridled use of a radio, how would you like it if someone were in the woods bitten by a poisonous snake, needing rapid response, and someone without a license (which equates to permission) were jabbering away on the only frequency the person had available to him, and covering up his efforts to receive help? What if that person were YOU?
It is as basic and thorough explanation I can give. If you have no permission (license) to use radio frequencies, you have no business ON said frequencies. I don't know how to go any further with this if you can't grasp it (or WON'T.....or you're just jerking my chain. (Which I highly suspect from the beginning!)

If I want to drive a truck I need to go get a CDL ...... That said many would not want to see me driving anything larger than my Corolla
Same goes for radio to keep order the Goverment has a license system
If you want to USE those bands go get a license for them .....
Dang maybe i would look cool behind the wheel of a 18 wheel truck

Well, as I said, I actually have a ham license, I DO NOT use it frequently. I understand the laws and will respect them. Now for another question that the "radio guys" might be able to help me with. I know the fcc is and has been pushing narrow banding and digital frequencies. What's this do as far as cb-ham frequencies are concerned? I also know how bad it is when people are on the wrong frequency, the channel our county uses to dispatch fd-ems on 156.$$$ is frequently talked on by local hunters to talk about bs. Just curious about the effects if any of narrow banding and digital-trunking systems on cb

I don't know of any digital on CB

Narrowbanding is a part 90 thing that will not effect HAM or cb as for hunters on Part 90 frequencies THAT IS MORE THAN DUMB ......
You have MURS 151.820, 151.880, 151.920, 154.670 and 154.600 mhz it is LEAGAL to use this for hunting , car-car , truck to truck and personal uses.
Common HAM digital is D-Star on 2 and 440 ..... -

An even better analogy might be the swarms of unlicensed (and of course uninsured) four wheelers running around. Lots of them are the ones that refuse to comply with the law rather than get licensed/insured.
It's about as easy to get a Ham License as it is a standard Drivers License Learners Permit.

I work for the Sheriff Office at the county jail the number of uninsured and unlicensed is disturbing
