When you fill out the paperwork you are dealing with the federal gov't. Though you can easily use someone elses address, why not be honest? Hey, I live here, but I'm willing to relocate at my expense to your traffic lanes and take my off time in a motel near you until I get established.
They will work with you if you explain. You just tell them half the story where you live now, they can't read your mind.

Have you tried getting a "Residential PO BOX"? Not sure how California works but you can get a residential PO box in several states that are used legally to establish residency. Google it or take a look at: mailinkplus. com

My license says Florida, my mailing address is in Louisiana and my income tax is taken from Kentucky. It's been that way for 2 years now. I'm sure I'm breaking some kind of law, but I'm still paying my taxes, so the government isn't too worried about me...yet. Oh and I haven't had a permanent residence since 2008. Trying to change that though.

I'd say get a friend or relative that resides in a better area to agree to take you in as a tenant or roomate. Then change your address on your CDL and do plan on living at least close to that address.

I always keep posting that you should get a job close to where you live. At least where you can park your POV so when you come into the yard your home time is at the same time the company is doing service to the truck. Why take home time then have to go and sit in a drivers lounge for a day or so while they service and repair the truck? That's a waste of time!
As it sounds reading this short book, you have no ties to any place. Talk to a company you like or that "might" hire you. Find a place that you can use as a LEGAL residence such as a studio apartment or a room in a home which are listed as "rooms for rent" in the paper. They are cheap and if you own nothing but what you'll carry on the truck with you then drop the cash on it and you'll have NO problems later on down the road as you'll have that physical address and even get your CDL linked to the place! Nothing works better than a piece of mail that has a real BED attached to it!
Yeah, you can try for those mail drops and and boxes but it's getting that most states know these places and have put them on their list of places that are not legal CDL addresses.
If you have family members in a hiring area then ask them if you can use their address. Friends? Yes, ask them. As long as the address you use has a building and a bed you'll never have a problem. A 4x4x12 inch post office box won't fit the bill unless it's linked to a room somewhere.
Don't make this so hard! It's simple. Just rent a room. That room has a mail box on the front of the building that the USPS delivers to.
Here is about all I could find on "address" in the FMCSA. I thought there was more but if there is it's hidden!

§ 383.153Information on the document and application.(a) All CDLs shall contain the following information
1) The prominent statement that the license is a "Commercial Driver's License" or "CDL," except as specified in §383.153(b).(2) The full name, signature, and mailing address of the person to whom such license is issued;

I just realized that if this address stuff was a big deal then those guys I drove with from South Africa never could have gotten a job here.

That's where the "Non resident" license AND an H-2 Visa works wonders! There are a few ways to actually cross a border and do it legally! They more than likely did it legally like those from down under were doing while getting bent by New Rising Fenix a few years ago!

Oh yeah, I know they had visas and all. He had to take the cdl test and get a cdl in Missouri. Got all the endorsements except for passenger, which I don't want either, and hazmat, which you apparently have to be a citizen to get.
It sucks though. One of them was poisoned by something that was slipped into his drink at the bar not even two weeks after he went back home and the other wants to move his family here but he says they've made it nearly impossible to do it legally.
