Ok, I know it's been awhile, but I wanted to let you guys know what I found.
It was a fuse holder, that was gone. There are two fuses above the computer- one fuse is for the 1-3 injectors, and the other is for the 4-6. Someone cut the whole fuse holder out while it was sitting. I found the two wires, and touched them together while it was running and it instantly got better. So after all that work and money, it was a $5 fuse holder...
Thanks for all the help guys. Now I have another issue but I think it is detroit dealer time for this one. -

With one of the ECM Power Fuses missing, the amber Check Engine Light(CEL) should have been on with the engine running.
You would also have had active error codes 61,62,63 or 64,65,66 depending on which of the two fuses was missing. They will now be stored in the DDEC ECM as historic codes.
Does the truck have a diagnostic test switch to get flash codes from the CEL?
Does the CEL and red Stop Engine Light come on for a few seconds when you turn the ignition switch on? -
I had the same problem in my 96, with a cummins. Never ever figured the problem out. Anyway The crank went on the cummins so I dropped a recon from cummins in and it came with a new ecu so Im guessing that was the problem cause I havnt had any buzzers low pressure or any gauge fail since.
