Just wanted to give you all an update. After all the posts I told him about how it is better to be honest and up front and disclose everything, and he reluctantly agreed and so we spent the whole memorial weekend filling out applications and checking "yes" about the felony and giving dates and charges. He knew when he came back to school this week he was going to have to break it down to them as well so they could be most efficient in helping place him somewhere after graduation.
So he gets into all the nitty gritty w/the recruitment girl at the school, and she tells him that both the WIA people and the school themselves did background checks on him that came back with nothing at all. He said he didn't want to take the chance that it might pull up on his DAC etc. and so she said she would call their contact and HireRight and have him pull everything. Apparently, nothing came up on their end either. She told him that he should redo the applications and check No for the felony question because she felt that it was so far back that it wasn't coming up in the background checks or DAC checks and that he shouldn't borrow trouble unnecessarily, so she sent him home with a new bunch of applications to redo. She said she made sure that all the background checks done were national just so it would catch everything, but I guess they're not going all the way back to 1992? Any further thoughts on this?

The person at the training school has not one clue of what the rules and the companies require. On top of that...the registered sex offense...will show forever..it stays right on top no matter how long ago the conviction was...so anyone who tells you the background came up clear is not doing a complete background, they are limiting it to a specific time and category check.
Tell your hubby to continue with his training, get the CDL, and look into the waste and rock hauling, and there is also Home Depot, and places like that..appliance delivery services...believe me there are jobs that don't entail OTR...and their are employers who do believe in giving someone a second chance.

You have and are doing research - good for you. Unfortunately few realize in trucking you need to find the job and make the plan before training. It's kind of backwards in some ways and you guys aren't the first causalities.
If you lie and beat the system, it will take the biggest bite when he's involved in an accident. You don't want to risk this. Some fancy lawyer will find out and suddenly an accident that was a four-wheelers fault will be your husband's fault because he is a lying felon.
Several times a week we see the stories of folks that attend training with the impression that anybody with any background can drive a truck. Few realize this is one of the most over-regulated industries in the world. Right now the government has a long list of regulations they have already passed, are trying to pass or hoping to pass. Trucking companies and insurance companies are doing everything within their power to limit their liability exposure. Many won't accept or have time limits on alcohol related, drug related, aggravated and sex related crimes.
I say don't give up but don't be disillusioned about the battle that is ahead. If a company hires someone with an aggravated or sex related offense and that person robs and kills or rapes someone the company will cease to exist when the attorneys are done and the smoke clears. Don't misunderstand I think your husband deserves a chance after this many years for a mistake when he was young. You believe in him so I want to give him the benefit of the doubt. I just want you to understand what you're up against.
In trucking, driving is only a small part of the job. As drivers we are charged with tens of thousands up to hundreds of thousands of dollars in equipment and hundreds of thousands up to millions of dollars in cargo. We are put in stressful situations daily and expected to represent our company in a professional manner. We are expected to maintain professional relationships with shippers and receivers. We have access to as much as a thousand dollars worth of credit to purchase fuel daily. We must operate our commercial vehicle in a professional manner and in compliance with rules that attorneys often misunderstand. This is a short list of the responsibilities. This is what the public in general fail to understand about a profession they think is about driving.
I have no doubt your husband can/will find something. He will have to want it more, work harder and settle for less but if he sticks it out he can eventually make it better. I don't think online applications will provide a high degree of success. A phone interview where he can sell himself will be more productive. An in-person interview will be even better.
If he needs to write it down and practice in front of the mirror then so be it. He has to be confident and sell himself. He has to convince someone, who has the ability, to take a chance on him. Knocking on doors and personal interviews will trump. Timing is good too. Find a company that needs drivers bad and you'll often find relaxed hiring standards. Small companies, small leased fleets and oilfield work are some real possibilities.

His crime is 16 years old and has court order he no longer has to register what companies can we work for we have tried c r england swift kllm prime if you area sex offender and are currently working or have worked for a company please tell me where even if they will not train him we can pay for training for cdl but we want to know of a company that will hire us i have clean drive and criminal record he has clean driving record we really need this we been together 10 yrs married 6 7 children 20 18 16 16 11 7 5 with good supportive family and can provide character whitness references
