Yeah, I would bet you could beat that 4.7 average. That high idle time from the previous owner would really skew the mpg numbers. Compared to most of us, that bull rack is really working against you for aerodynamics more than our nice, smooth sided trailers. You must be doing something right to pull off 7 mpg before with a bull rack running a lot of two lanes and rural. I also get off the nice 4 lanes quite frequently.
Real world MPG

Usually loaded around 77 - 79,000 outbound, anywhere from 60-79,000 inbound.
Avge 6.9 keeping it around 62/63 mph, 1450rpm. Lot depends on the wind - the soft side is like towing a sailboat, and mpg can plummet to 4 in heavy x-wind. I've seen over 7 if loaded around 70,000 back from Dallas to Detroit.
When I hauled open-deck (with tarps) averaged 7.4 -
2004 Western star

18spd (22918B)
4:33 rear
11R 22.5
Pull 5 axle flat top B train, steel and timber loaded 90% of the time 110,000lbs.
Avge 4.1 around 50-55 mph,in the hills can get as low as 3.7 best its ever done 5.1.
How can you get 7mpg??
Cant even get that with a empty tractor -
