NO!!

#1 it's stupid to THINK about putting the trailer on the road when it's NOT properly hooked.
#2 it's illegal in all stated to drive on a shoulder unless it's an emergency and this does NOT constitute an emergency. Just a broken 5th wheel.
#3 What are you going to do when all of the following things happen to you:
Trailer comes off:
Tire gets ripped to shreds as the trailer hits them
Cross member is torn off when the kingpin catches
Landing gear get bent or even torn off as it slides along the ground.
The product gets damaged
The trailer doesn't stay straight and turns towards on comming traffic from either direction and you either seriously injure people OR kill them due to your stupidity!
All those above could cost from hundreds to thousands or even a million or so dollars!

Call dispatch:
Inform them the 5th will not lock and ask them if they would allow you to drive the tractor to the shop or pull the trailer with a non functiong 5th wheel.
Wait for their directions as to what you need to do.
The above is a heck of a lot less than several hundred dollars!
NEVER drive a seriously broken truck or pull a seriously damaged trailer. It is not worth it.

BUT: If dispatch tells you to pull it but on the cell not the Qualcomm then tell them to kiss your royal red arse! OR fax what they want you to do! Then go look in your little whatever color it is FMCSA drivers hand book and make your decision!
