So can you log your Pre Trip as Off Duty Time? I heard somewhere, and I forget right now, that only 5 states require you to log a PTI. Help me out and shed some light on this for me please.

I don't think a state has any say so as far a pti, I thought it was federal. The logging, if you do a PTI, it's logged on line 4, you are doing work, then there goes your 10 or 34/36. A post trip could be flagged if it's 7.5 minutes or less, and be logged on line 3. Notice I said "FLAGGED".
That's the way it was done at my last OTR company, and they never gigged me for it.

The HOS rules are FEDERAL... adopted by the states so they can STICK IT TO YOU!

Speaking of getting stuck by a local DOT... just do ANYTHING business or work related while off-duty, and they'll STICK IT TO YOU!

    ...like PTIs.

These regulations are FEDERAL, they apply in ALL US States and territories.

If you DO an inspection, that is ON-DUTY time. You must show that time. If it is less than 15 minutes, you draw the line, show city and state location, and the amount of time in the remarks section.

Just because it is less than 15 minutes (or 7.5 minutes) does not mean the time goes away, or that you don't have to show it. You have to log ALL changes in duty status. You just have to show it differently.

A pretrip inspection is required and you can round off to 15 minutes and be okay. Many companies want you to flag a post trip inspection which includes a quick walk around looking for anything abnormal like a radiator boiling over. They only take a few minutes, hence flagging.

Anything can happen while you're sleeping, so your pretrip should be the thorough inspection before hitting the road.

Heck, my hubby does a walk around every time he stops. He had a load coming out of AR one time, 670 mile trip. Got into MO and was fueling, noticed oil on the front of the trailer. Yup rear seal going out. Conveniently there was a shop directly across the street from the TS. Cost was less than $300 to fix it. But imagine the cost had he not done a walk around and just jumped back on the road with the truck???

Pre/post Trip Inspection. Something that must/should be done before and after operating a comercial motor vehicle.
