Unhook the flapper from the actuator. If the flapper works fine, then it is the actuator, if not, I guess you will have to replace it, unless there is some way to take it apart and ream the crud out of the shaft holes, or repair any wear on the shaft.

Stranger, I'm not too sure on how to unhook the actuator from the other part. I can't get in there too far to see how it's connected...any ideas? Nut? Cotter pin? etc

well I love my MBE4000 have had some problems with it but i pull tri axels in western canada, so pulling 57k up a hill is slow at times. I run my RPM up to 1750 with the fan on when i am pulling a hill, pullslike a tug boat.
But for the first time in my 3 million miles i gelled the fuel last week, I was running -34 fuel and it went down to -41 c -50 c with the wind chill the truck ran out of power but still ran. after i replaced both fuel filters it ran great,but let me ad the cartrage filter looked like a snow cone when it came out. So fuel filters are important on an MBE4000 make sure you install them the right way by putting the cartrage filter in seating it by hand and then putting the cap on screw up once and yu will be calling a tow truck, the turbo is loud, banjo fittings on the heads leake but i burn 4000 lts less than an ISX every month and a $ 1.24 a ltr thats big money Have fun G....bigeye Thanks this. -

another thing to check is the air line from the regulator ( v pod ) if it is leaking you cold have a problem
