I used a standard CB phasing coax into a pair of 600 plus amps with a phasing harness I built from RG11, which combined both amps out to the antenna. Ran key line from rig to 30 amp car stereo relay, which drove the coil of a Ford starter relay which powered both amps in parallel upon keyup. Both amps had COR circuits which functioned as well but minute time delays in unkey would make them key each other with no exciter, oscillating between the two. Would eat them alive if not for my power relay setup which killed both amps the moment I unkeyed the radio. Antenna was 102" SS with big spring. Mobile station was awsome.

However I assume you mean running one into the other. Bad idea unless you know what you are doing, like say a Mod V+ limited to 70 watts into a DX1600, with no more than around 18 watts from the radio. This is just an example. Do not do it if you do not know what you are doing. By asking the question one must assume this is the case. Only an experienced tech can do this correctly.

I think the correct way is to have a 4:1 ratio.1=input....4=output.......Radio=1>>>>
    1st amp=4............1st amp=1>>>>2nd amp=4.

Short answer is yes. Maybe you should tell us what you're thinking of doing, so we can help you avoid blowing up one of those amps.

It sounds like you already know what you're doing.
