    Wrong initials:

    NCIS = Naval Criminal Investigative Service; the criminal investigative part of the Secretary of the Navy's Office, NCIS does not help anyone with background checks.

    NCIC = National Crime Information Center; run by the FBI, this is the Center that maintains the complete - and I mean complete - background records on pretty much everything and everyone.

    Just because something is not on your local driving record does not mean it is not on your record. It is.
