Do yourself a favor and look further into 1980's and the additional changes implemented by another president.

It actually started back in 1962 and was processed by many presidents.

Would someone please explain the difference between EOBRs that were legal before June '10 and what was legal under the vacated rule?

Schools, especially public schools, are notoriously slanted toward Liberal and Socialist beliefs. Everything for the greater good rather than personal excellence and everyone is the same, to be taught the same material at the same speed.
