Given that you are using the phone as "all-in-one" including navigation, but not massive data surfing, then I would agree with the good advice that everyone else has provided too.
Get a 4.3" screen Android or iPhone from Verizon. You'll NEVER get unanimous agreement on which platform is "better" so don't try - they each have pros and cons and you determine which is better for you. Go play with them both at the store first.
The VZ navigator and the Google Map navigator both work well, but remember that running them will kill the battery within and hour or two, so you need to keep it plugged in a lot.
Also, sounds like the 2 gig data plan would work for your needs at $30 per month. You can always change it later after reviewing your actual usage. -
I know copilot has a good navigator for both os's. It is a one time purchase that will work without data. Google navigation is free.

Just an FYI; "jailbreaking" is no longer against the Apple TOS. The lawsuit was won and it was proven that an owner should be able to do anything to a phone they've purchased and that it should not violate your ability to get your tech support or void any warranty on the phone.
Even without jailbreaking, the iPhone 4 and 4S and their interoperability are bar none compared to droid. Especially with being able to do video chat (comes in handy when you need to physically show repairs or damage done to a vehicle to a dispatcher, maintenance guy, insurance agent, etc.) Many people I've spoken to who chose droid over iPhone, wished they had purchased an iPhone instead.
To each their own. I'm sure there are as many out there happy with droid as hate them, just like iPhone. It's personal preference. -
Skype and Yahoo work well for video chat on android.
BTW, I didn't want to get into jailbreaking and rooting. It would not be fair to the iPhone.

If you go with Verizon you should get at least the 5 gig plan. I first got my iPhone and went over a few times so I upped my data plan. I regularly watch you tube and HBOGo and I haven't went past the 5 gigs yet. But they have an app for monitoring your usage.

I do hope you guys are patching your phones to get around that stupid fee to use your phone as a wireless modem for your computer

Nah I don't use my computer through my phone cause with Verizon you have to pay a tethering fee unless you can get me around that
