I was interested in flatbeds, but was told by recruiter that they have a hiring freeze for flatbeds in the midwest.

Their is no hiring freeze for flatbeds....Its hogwash from recruiters. We are constantly fighting to get more flatbed drivers

When I decided to go with Swift I wanted to go flatbed from the beginning. Told em at the start of orientation yet they tried to put me in vans. Then after I go solo I notice that I'm not getting paid flatbed pay. I call payroll only to be told it was because I was coded as a van driver and my DM needed to fix it. It took 2 phone calls and finally a trip to the DM's office in Phoenix to fix the pay problem.
Recruiters are full of BS. It probably involves more work to get a student into flatbed so they either cannot be bothered and/or do not care. It's your career, take responsibility for it and follow through on everything! It's worth it!
Flatbed is definitely more work (than vans) but from my limited experience (just spent the last 2 weeks hauling vans) IT'S WORTH IT! I experienced more BS (from both shippers & receivers) in 2 weeks hauling vans than I have in 4 months hauling flatbed.
