Just paid the 2290 on my old truck, retiring it now and have purchased another. Can I swap the 2290 to the new truck or am I stuck with paying it again?

The little bit I read says "The tax must also be paid any time a new vehicle is added to your fleet during that year".

You will have to pay it on the new one,but it will be prorated.
You can also apply for a refund on the old one & it will be prorated also. -
I've gotten a refund from 2290 money when I went on strike.
I forget the form number. -
Dis the previous owner perhalps pay it last time
if so get him to give you a copy of the stamped 2290 form -
It used to be the 2290 followed the serial number of the truck, unless the previous owner applied for a refund for the unused portion.

Yes it can be swtiched to anoother truck. You wont get credit for the month in which you applied though
