2003 Century cruise and Idle control problems

Just bought the truck and the idle control was working fine, but seemed backwards to me. When you hold the toggle down it would idle up all the way to 1400 and then you hold the toggle up to take it back down?

Shouldn't that be the other way around??

Then my driver gets in to grab a load and calls me that the cruise control won't work and when he stopped to load he couldn't idle the truck up at all. At his next stop, the idle control started working again, but backwards from the way I think its suppose too.

Also when you turn the speed control switch off, it will let you idle the truck all the way down to under 500 and almost kill the truck??

Could I have a bad toggle switch on the dash, or the actual speed control switch power or something else???
