I never had an issue with a headlight. You can tell in the dark if you have only one bulb. Plus all the CB inspectors will tell you. I think I had three or four burn out since 1995 and always changed them at the next truck stop. Really not a big deal. Carry a torx and screwdriver set with you. I even carried a cordless drill to drill out rivets on trailer lights.
Depending on the state, most want you to turn your headlights off so they can see you and your plates better. Then a few want you to leave them on so they can see your headlights.

We just had a driver two weeks ago go through a level 2 inspection at an Illinios scale house. Inspector was checking the lights, started at the drivers front, worked back to the rear, and back up the passenger side. While he was at the back of the trailer one of the tractor clearance lights burned out. He got back up front and noticed it. Said to the driver that he knows that light was working when he started his inspection, but since it's not working now he's got to write it up as a warning. No chance given to fix the problem, just sign at the bottom please.
So carry all the spares that you can, stop and check before going into the scale house, pre-trip the he** out of the truck and trailer. But if a light fails during the inspection and the inspector saw it working before it failed, you will still be dinged for it no matter what.thehornet Thanks this. -
Does not matter if you do pre trip, post trip, have a light bulb in your hand ready to replace light out! d.o.t. told me, when I had marker light out in sunny noon of july, no matter what, if I stop you & a light is inoperable, you are in violation & I can wrtie you up.thehornet Thanks this.

That driver should have asked DOT to make it a citation instead of a warning.....Citations can be "Data-Qued"...Warnings can't....

Not true depends on the officer I was rolling across the scale on I-5 in WA. D.O.T steps out stops me tells me to kick on brights (it was 9am) comes over asked where i was heading told me my driver side low beam was out get it fix asap and to have a good day. I rolled around back hop out check yep it blew within the last hour since my pretrip grabbed my spare popped it it in and went on my merry way.

I had to wire in a new plug for my bobtail tractor taillamp tonight after I noticed my right taillamp was out during my post trip. The black taillamp wire broke off. Took me all of 10 minutes to drop the trailer, pull forward, wire in the new plug (boss sent me some extra plugs), put it all back together and reconnect to the trailer.
