California law states you must have a padlock on a hazmat load, but is there a federal requirement? I rolled thru the scales on i-15 in the cajon pass going north when they pulled me around back, the officer told me the reason was because of no padlock on the trailer. The load had placards. Told me it was a california law, and the fine was $2000.00 but received a warning instead of citation. If this is a federal law then I now have some csa points. I did some research but couldn't find it. Anybody know?

So what was the violation code?
No inspection,no points.
And yes a driver does have CSA points. -
The calif violation code is 32001 c5a v2 (required padlock) First offense no less then $2000.00, second offense no less then $4000.00. (hazmat loads)

Look up the VSW in CSA and it will give you the points.

California civil code. Nothing in FMCSA requiring it. In 2003(maybe?)there was a TSA directive to require all trailers/tractors/cmv to be locked when not in attendence. If i remember right fedex was one that added locks to the delivery vehicles. There never was(as far as i can tell)any idea of who was supposed to enforce this .

If you want to figure your point go to FMCSA and then SMS Methodology. Download and stating on pages a-3 are about 60 pages of the VSW. You need the last 30 months of inspections.
