Looks like the kind they run out West (CA,AZ) when a dump truck pulls a dump trailer. My guess is the long tongue is for weight distribution.
Michigan trains run a regular (short) convertor dolly, between the dump truck or tractor and first dump trailerAttached Files:

I'm more after who, if anyone makes such a thing or if this is a custom only deal. The reason for this is to put a trailer behind a straight truck with a 28ft box, not a difficult thing except that British Columbia has a maximum hitch offset of about 70" measured from the centerline of the tandems - which means the hitch cant be on the tail.

Ahh, I see said the blind man...
P51, you might want to inquire with some trailer dealers in your area, to find out about the convertor dolly, namelt about custom specs. Probably won't be cheap, but I'm sure a company could make one to custom specs. -
If it applies to the rules in BC, then the odds are that a company up there produces them. probably you could do some computer searching and come up with someone up there that either makes them or at least handles them for sale.
