From what I’m hearing coming out of the DMV here in Illinois drivers will be required to have a DOT physical before they can renew their CDL. So whether you are actively working as a driver or not a DOT physical will be required to renew your license. I’ve never had a DOT physical that didn’t require a drug test.

Don’t know if that rule is a national rule or just required here in Illinois.

Different test. They are checking glucose levels when you have UA during your physical.

Correct. But as mentioned he's suspending his operations. If he officially suspends his MC# with the FMCSA, there's no filing of anything required. When he wants to restart, he can reactivate his authority and restart his drug testing program when he 'rehires' himself.

To just carry a CDL you're not required to have drug testing. But, to make sure you've correctly suspended your authority, contact the FMCSA and they'll walk you through the process.
