heres a scenerio tell if its possible legal or not.
A mexican truck enters the us he goes and delivers the load which originates from mexico he p/u or mtys back to the border but does not cross it
on a yard near the border his compadre has dropped another load originating in mexico he hooks and goes and delivers it and the cycle repeats with the driver almost never having to cross the border except to go home every once in a while is this a legal option for them

All loads must begin or end in Mexico. That doesn't mean 1/2 mile from the border, it means to or from Mexico.

Are we sure about this?
I confess that I haven't read the most recent rules regarding cabotage so what I present next might be dated & incorrect.
I present this because th above statement is inconsistent with what I remember from previous rulings.
As I recall, it is ok for the Mex driver to return to near the border & pick up another load going outbound from Mex.
He does not need to cross the border into Mex to pickup that next load.
What must happen is that oubound load must be delivered to Canada or a place in the states.
Once delivered in Canada or a point in the states, what cannot happen is for that driver to pickup another load destined for anywhere other than Mex or Canada.
ie. He cannot grab a load in (arbitrarily) Kentucky & deliver it in Mass.
I seem to recall there are some mitigating circumstances that would allow the Mex driver to pickup a load in the states & deliver it in the states if that load is part of a larger shipment going out or if some of that load is materials meant to be introduced into a product that is finished here & then sent out as an export of Mex.
Things might have changed in the course of time & I could be wrong on this.

I've always found it to be advantageous to read the fine print rather than having others tell me what it says. More accurate that way and it avoids any potential spin placed on the answers.
To ask others what their thoughts and/or opinions are on any given subject is one thing, --- expecting complete unadulterated truth from others as to the contents of agreements, contracts, laws or rules and regulations isn't, IMO, the best way to obtain accurate information.
My advice is, if you're intent on knowing the exact wording of the laws, and their interpretation, read them yourself. As things get repeated, they tend to lose their real meaning. Do you trust forming an opinion on the words of others who may, or may not, have it correct?
The ONLY way I know of to accomplish that is to read the laws in question myself.
The differences can be amazing.
Without a doubt, this subject is VERY important at this time, for many reasons. Your concern is appreciated. But void of facts, I'd refrain from forming any opinion(s). And I realize your time is valuable, --- so is this subject, and requires level-headed conversation(s), research, and an open mind, to hash all this out properly.
We've seen what knee-jerk reactions do to the Big truck trucking industry from the powers that be as well as the special interest groups. And they usually get it wrong.
Ergo, I keep my knees under my computer desk. If they jerk, it hurts. And I get the point (of that dad-burned screw point under there, somewhere).

SOMEtimes, the truth hurts.

And SOMEtimes, I AM a jerk.

Good question, and from the mexi-spam, there must not be any links or they would be posted. Law in the Bush era, is on his unwritten tablet. He is the law since he controls the judicial, AG, and most of the legislative branch (with Nancy P of course).
No one will stand up for our laws in his last 2 terms, and it doesn't look like its going to change any time soon. He 'will' be the world czar making society 'use' fossil fuels until they are gone, since he may be the richest man in the world now effectively (China, oil, and defense commisions world wide).
Just look how illegal immigration was side stepped last week by a Fed Judge: not by law, but a subjective farst of a lie by ONE LONE JUDGE.

But that's how law in the US works now. And it may never change, since power will never shift again because manufacturing is any countries main infrastructure driver for commerce, AND WE HAVE NONE.
